scan disk on boot up missing/help

on our win 98se machine,if we shut it down with the power on/off button,and restart,we used to get a scandisc thing that scanned both drive for errors because of the improper shutdown procedure. this does not work anymore. have no idea what i did,but am getting a bit concerned at it not being there,since once in a while, we need to shut it down with power button to get things to work properly. any ideas how we can get this function to work again upon bootup??
