Windows 2000: Which Registry Tweak?

Anyone know what the registry tweak is to change the start menu to show/list all items instead of just the ones more recently used. I'm assuming this is a registry tweak, but maybe it is just a windows setting somewhere too. I've attached a picture of what I am talking about. I want it to list all of the programs. I only want to have to use that arrow thingy if the screen is filled with items. Does that make any sense at all....It's late here.

1. Go to start/settings/taskbar

2. Uncheck "Personalized Menu"
