Can I upgrade my network card?

I have a four year old Dell Dimension 4700 series computer with a Intel Pro 100M Integrated PCI NIC card. I'm paying for 7mb internet service, but I'm only getting about 1.3mb usable. I've had Bright House out and they upgraded all the connections, so everything is good to the computer. Didn't make any difference. I'm guessing my card is too old and cannot utilize the higher download speed. My question is, can I upgrade the card, and if I can, what kind of card should I be looking for?

There should be nothing wrong with the NIC you have now on that computer.
From what i pulled off your specs.
1 x Network - Ethernet 10Base-T/100Base-TX - RJ-45

It should be more than compatible.
There has got to be something else wrong in there.
Go here and reset your tcp/ip stack. How to reset Internet Protocol (TCP/IP) in Windows XP
Or just click Start->Run->netsh int ip reset c:\resetlog.txt
Next click->Start->Run->ipconfig /flushdns

Reboot your computer then try your speedtest again.

Yo spifey, you da man! Tried the reset you suggested and my download speed went from 1300 kbps to 6900 kbps. Now maybe I can get my other PC in Michigan running properly also.
