new OEM cpu - now pc sluggish

Hello,
I purchased a new cpu from www.supremestech.com.
The transaction took place on Ebay. I bought an AMD 4200 x2 dual core.

I've had the cpu for a week, and since it's been in, the pc is
sluggish navigating around windows, opening and using explorer, etc,etc
There's a delay or latency that wasn't there before.
Also, when I turn off the pc, it wont turn back on half the time until
I use the power supply switch at the back. Off for 10 seconds then on,
then I can turn on the pc from the front.

My attempts to resolve it consists of reseating the cpu
a second time and installing a brand new windows XP SP2, but the problems
remain.

What do you think? I'm going to call them Monday morning and ask
for a replacement.

Have you checked your temps? Maybe your HSF is not attached correctly. Did you put new thermal tape/paste on?

Thanks for responding,
unfortunately, not the temps. It's idling at 34 C, about 46 under load.

I've got a couple of days before I call them, perhaps I'll open the box again
and have a look around.
If you have any further thoughts, please post.

Ebay, but not an individual seller.
Actually these guys, who also sell from their web presence:

According to their web info, all of the oem processors are
coverered with a 30 day warranty.
So we'll see. I reseated the memory and cpu again and it's a
little smoother and more responsive. I'll give it another day or so
before I decide whether to call.

Does switching back to your old cpu resolve the issue? How about a BIOS update - that may help your motherboard communicate with the cpu better if there's an architectural difference between the two chips.

Also, what is the motherboard model? Perhaps try adjusting your system timings, particularly your memory settings. You may have created a bus transition latency issue [I just made that phrase up to make me sound smart] if your new processor has significantly different specs, and adjusting things like your memory timings, memory fsb, cpu fsb, etc (been too long) can sometimes alleviate such an issue.

Yeah your problem could be with something else. Run a CPU ID utility and make sure everything is running at the correct levels.

If your BIOS doesn't recognize the chip it could be underclocking it and that could be the reason why your system is running so slow. Post your BIOS make/model/revision date and we can check that.
