It sounds like you want to see the list of Services.
Right click My Computer, then Manage (or, Start/Run: compmgmt.msc then OK)
Click the + Services and Applications section, Services, and in the right side of the panel you will see your Services and settings, which can be further configured to your preferences.

For example, I do not use Telnet on this machine, therefore I have set my Telnet service to set to Disabled.
