What WAV to MP3 Converter

Hey all I have a friend that wants to RIP his 1200 CD's and convert to MP3.
Prob is he has Windows 98.
What software should I suggest to him? Then where might I find a good deal on the software?

Use any software package to rip the CD to wav and then use lame to encode to mp3. This process will get you very high audio quality. I have used the Razor interface for lame before, here is a link RazorLame | A LAME Front-end - open source encoding MP3 files
