The cabinet file is similar to a ZIP archive, it contains the data & routines for DirectX. It sounds like the cabinet file is corrupted, or truncated.

Try downloading DirectX 9 again, from another source.

Make sure that the received file size matches the source file size.

Remove the Sims.
Install DirectX 9.
Re-install The Sims.

hey thanks, but i couldnt even install the sims at all. it would get past the serial code and then it would tell me that i need to get directX 9.0c. so i went to microsoft.com and tried to download it.

It downloaded onto my computer and then when it started to install it said that the cabinet file is not trusted...

i even tried to install it from the sims cd (since it came with it)
and it did the exact same thing....

there may be a chance that your crypto dll's are corrupted due to some melicious code (spyware, virus, etc...)

there is a crypto dll fix out there.... i have seen this problem with hiorendously infected computers and trying to update them to xp service pack 2. find the utility, run it, reboot and then see if you can install directx 9.0c.

here's the link to the directions for the fix:
