TMPGEnc DVD Author is a DVD authoring program which converts various video formats to the proper DVD format. You can edit your clips and even create your own DVD menus.

I use Nero 5.5 to burn the DVD after the files are created. It may be possible to just use WinXP to burn, but XP is buggy and slow at burning.

This is a terrific program, the best DVD authoring program I've seen.
Very fast, simple and intuitive.

A free 30 day trial is available at:

http://www.pegasys-inc.com/en/download/tda.html

The link is for version 1.5.

Version 1.6 is also available, but I haven't tried that one yet!
