there could be many different things causing this, one of which include if you have a dual-display video card, and windows is forgetting which display you have configured as your default monitor, reverting to one that is not plugged in, and not bothering to detect which one is attached. also, if your motherboard has onboard video and you have an agp or pci video card plugged in, and windows is overriding your set default display again.
other possibilities do include power, but also faulty memory, faulty CPU, etc. since all you know is that you loose your display and your reset button win't work, try to see if the machine is completely hung by hitting caps lock or num lock and see if your keyboard lights change. if they do not and the machine is completely hung, then it is probably not isolated to the display/video card/video drivers. if you are getting response from the buttons and the keyboard lights, look into upgrading drivers, removing any power settings different from default, etc.
without a comprehensive idea here of all the exact symptomes it's hard to speculate. this could be as simple as re-seating the AGP card (they slip out of place sometimes causing poor electrical connection, so pulling it out and putting it back in firmly can help alot of times).
