Kids DirectX 9.0c problem

Urgent help needed.
I tried installing DirectX 9.0c on my PC (P4 2.4Ghz, XP SP2, Radeon 9200 SE, 256 DDR Ram) as I currently has DIrectX 9.0b on my pc.
Yet, everytime when I open the 9.0c installation program, it will tell me that "The components installed are now ready to be use."
But when i run dxdiag, the direct version is still 9.0b.
Is there any solution for this?
Anyway, I want to install DirectX 9.0c because the Sims2 requires this. Thanks for any help that can be offered.

to mt carrot: this happens every time even after you install and reboot right afterwards?

to latextears: this is just a message that the cabintet file does not have a signed certificate for whatever reason, and should be ignored if you know you downloaded directx from microsoft's web site.
