IE 6 toolbar gets scrambled by .MHT files

A small but annoying problem:

When I double-click a saved .MHT-format web page, my IE toolbar gets scrambled. The Links toolbar disappears, and the Google and Roboform toolbars get moved into the Address toolbar.

The new, scrambled setting gets saved in the registry in the ITBarLayout value in the WebBrowser key. If I rearrange the toolbars, the new settings get saved and are preserved when I use IE, but then if I open a .MHT file again, the toolbar is again scrambled not only for .MHT files, but for all subsequent instances of IE.

This problem seems to have occurred after I installed SP2, though I don't know if there's a direct connection. I can reset the toolbars with a .REG file, but that's a pain. Any thoughts on where I can look (I'm assuming in the registry, but who knows?) to fix this problem?
