your ip is 192.168.x.x because you are either using a router or windows internet conection sharing.
if you are using a router, you need to figure out which ports you need to forward to host a game. do a search in google that includes the game, the type of router you are using, the the words "port forwarding" you should come up with a page that will tell you how to set up the router for your game server.
if you're using windows internet conneciton sharing, good luck! sometimes you can use the windows firewall to route the packets correctly, but i've always felt it was sketchy,a nd not as configurable as a regular home internet gateway router.
