it says no signal on the monitor screen right?.

make sure:

1. video card is seated in tightly
2. monitor cable is plugged all the way in to the video card

any chance you can plug the monitor into a different pc?.

did this setup work before?, when did this start happening?.

i havent checked to see if my video card is put in correctly but im pretty sure its not a monitor problem cause i used a different monitor to check it however i wonder if there's any chance that it is a cause of overclocking the cpu.

In THIS post here, you were asked if the monitor cable was plugged in. Your response was what cable. So, have you checked the cable.
And, why are you trying to overclock without even knowing if the system will boot up first?

No signal to monitor

I have had the same problem and fixed it. Built a computer, turned it on, the fans, lights, and hard drive runs, but the monitor says it isn't getting a signal. I figured out that it was a bad piece of RAM. Try removing your ram and then try booting up your PC. This may not be the solution but it is worth a try, it helped me and I hope it works for you.

GOOD LUCK!! Computers are great, but they can also be a great pain in the neck.

What size was the old monitor and what size is the new one?

Have you tried booting into safe mode? Is there a picture there?

You might be throwing too much at the new monitor in terms of refresh rate or desktop size.
