ok...Windows still wont shut down

I did what everyone asked, I updated my virus, adware, and spyware definitions, i ran em all, nothing came up, i did the worm thing, no detections, i checked all the things in my task manager, i dont know if ccPwdSvr.exe is anything, i couldnt find anything on that, is that bad? Also, i updated everything in windows, now i dont understand, it was working with my external cd-rw drive, could my shut down just stop working even having it after a week? And i cant re-install windows, the cd it came with wont let me, it gives me some b.s. about restore point, and it isnt a good restore point. It doesnt fix the problem. Is there anyway i can download it online, i mean da hell can i do?
