You can use a bootdisk and do it. You can't do it from within Windows if it's the system drive.

If you use a 9X/ME bootdisk, you'll need to FDISK and remove the "Non-DOS" partition and then create a new one since it can't format NTFS.

How do you want to format it (what file system)?

For what purpose do you wish to format it?
