Help with the Project PC, Monitor stays Idle

I'm just messing around with building a PC for fun that i'm leaving to my brother when i leave for school, and i have it all put together but i ran into a problem. When i power it on, everything works great, i hear the HD loading, etc all that but the monitor liight on the bottom, goes from yellow(off) to orange(idle) and then back to yellow (off), it never goes to ON (green). I've tried agp and pci slot video cards, same thing occurs. I've also tried placing memory into different slot as it happened to my frinds comp and he just changed memory slots, but nothing again. The specs of the computer are below i'm not sure if the cpu and mobo are compatible but they should be, everything else i know it is from different reviews. Any help on this would be appreciated and thanks in advance.

MOBO: EPOX 8K7A AMD-761
CPU: AMD Duron 1.3GHz
PSU: 320W
HD: 160GB
Video Card: Nvidia MX 440
3 Fans running inside

Thats all thats in the case right now, any suggestions are welcome.

Start with the basics. Clear the cmos you may have to remove the battery and let it sit unplugged for several mins, are there any bios beeps?? disconnect anything not needed for boot-up just leave the cpu hs/fan video card and one stick of memory in

I assume all the parts are known to be good??

Ok will try clearing cmos. Yes there are NO beeps at all. All parts are new, except mobo and cpu but they have worked on my other systems before.

will post results.
