Roms and Emulators

Now that its summer i am bored to death. I have beem looking to download some roms and emulators but i can seem to find a website that actually works. Tehy all make you vote like 40 times, and them they never let you download it. Do any of you know of s webiste that has roms and emulators that i can actually download.

Game ROMS are illegal unless you already own the game, and even then it a grey area of copyright law.
