Monitor Issue

Hi,
My brother recently bought a used PC and when he hooked it to his monitor and booted everything started fine. The Windows 98 screen came up crystal clear but after Windows loaded, he said the monitor split into 4 screens and all of them were fuzzy.

Does anyone have any suggestions on what the problem may be?

I would try to remove and then reinstall the video card driver , might be a bad video card , though .
