start menu in windows xp problem

Hey guys. I'm having touble with my start menu bar in XP Pro with SP1. Everytime i go into a program such as IE or MS Word and when i move my mouse over the start menu, it doesn't appear. It's not even on auto-hide or anything. What's wrong with it? Thanks in advance!

Just picture a window like the MS word one below except when you place the mouse over to where the start menu is suppose to appear, it doesn't appear at all.

I do not really get it either...

Are you talking about the green START menu down in the bottom left of the screen?

If so, when you click on it what does it do? Does it respond at all?
