Can the HP Pavilion XE783, 700Mhz be overclocked, if so, where can i find out where to move the jumpers?

I doubt it. There are very few, if any, PC's made by the big manufacturers that have any OC'ing ability.

You'd have to check the manual for the mobo, and it will probably tell you very little.

If it gives you any info, you'll want to try increasing the FSB (Front Side Bus) a little at a time.
