Turning off primary HDD.

I've got an IBM 300PL with P2 350, Maxtor 6.4 GB and WD 80GB. Maxtor is primary, with system, NTFS, WD secondary with stuff and on FAT32. My problem is that i cannot make the primary drive turn off. The power management, if set, turn off the 80GB's but the primary stays alive. Problem is that the 6.4 is old drive and really more noisy than WD. Where can be the problem? Why the primary doesnt turn off? I dont believe that its used all time, no signs of this... Thx in advance...

Well your OS is on your primary drive so I believe there for it will not shut off. I think.

Yea i thought about it, but the os , when fully loaded and not working should stay at ram based operations so the drive's not really needed. You mean there's nothing to do with this?
