Hrmm, I don't have a solution. However, it sounds like when the computer is shut off, the 'standby' power (that runs through the board even when 'off') is somehow contributing to the problem. When you unplug the PSU, the power discharges and you can start 'fresh' again.
I'd look for any 'shorts' in the computer case... there may be something grounding itself against the case. If you wanted to test this theory, remove everything (motherboard and all) from the case, and place it on a non-conductive surface (such as a telephone book or wood) and hook it up. See if the problem persists.
