Systems windows xp can't find administration tools

Okay I need serious help....

I've got a pretty new machine running windows xp that was upgraded from win 2000 and when it's boots, I get a message saying that it can't find data1.cab. I've repaired the xp installation, but the same thing happens. I've tried to install norton antivirus, and a few other programs, but everytime I do, it gets half way through the installation and says, "Windows can't find administrative tools/all users" and quits the installation.... I am using an administrator's account, so that's not the problem.

If anyone knows what's going on, PLEASE let me know.....

Are you overclocking?
If you overclock the CPU too high, Windows will start to give errors about missing files.


Maybe you should just reinstall; things just go fugged sometimes. One time, a bunch of my Windows XP services just disappeared. Don't know what happened to them but formatting and reinstalling was the only option.
