SP3 Outlook stops attachments

I did the Office XP SP3 update and then I could not open any attachments at all. So by adding the Level 1 remove string in the registry it has only fixed part of the problem. Now when I try to see the attachments .jpg &.gif I get the following message.
"Warning this file may contain virus's that could be harmful to your computer. You must save the file to disk before it can be opened. It is important to be VERY certain this file is safe before you open."
Then it gives file name and type and the option to Save to Disk.... or Cancel.
Once I save it to the hard drive it opens with no problems, but it is a pain in the butt to have to do this every time.

I have tried to lower all security to it's lowest but no change.

Read the Thread in full. Office XP does not contain Outlook Express, nor does Outlook Express have a SP3, the attachments are not blocked, the software forces me to save them to disk first.

Is this not related to the draconian fix as part of SP3 from O2K onwards?

Before you start using Office 2000 SP-3 seriously, you need to install a few utilities.

SP-3 includes the draconian email security update. Outlook 2000 with SP-3 installed takes it upon itself to hide certain files that are sent to you attached to email messages. As long as you have the discipline to avoid double-clicking on any files that come your way, Outlook's behaviour is supremely irritating. Fortunately, Ken Slovak's ATTOPT utility lets you take back control of which files Outlook blocks, and which it delivers to you. The utility's free, but Ken asks for a $10 donation to offset his expenses - money well spent, in my opinion. See http://www.slovaktech.com/attachmentoptions.htm for details.
