No diff in size of game data as the rom is same as the cartridge. Identical-thats how it works. Save data though is stored on pc's HDD where on ROM there were mem chips to store it. That will be extra mb's that are literaly unused to run game. Those wouldnt be included in pc rom version. The rom is Read Only Memory. In cartridge form its a chip/s that resides within it. On pc, its simply renderd in the static system mem RAM which isnt ROM but works just the same essentially when emulated. Diff aside from speed being ability to write aswell, and data not retained after charge lost (hence static). When a rom is emulated in RAM, it just acts as a ROM. The size of it game data will not change.

ITs not just that but it is very well packed. Bits are all in place where most data fits per mb. That is on purpose as those old rom chips werent cheap and ya needed a few extra for game saves which is why N64 games were more then PS games.. More game data-more ROM more $. BUT that isnt just it. ITs also cause A)they know every piece of hardware within that machine B)they use all of its GPU,CPU and sound optimised code. Like mmx is to pc but like 10x more used. C)better coding work usually as no patches come later. And lastly cause all the games of said platform are in one programing lang, and for one set of components.
Flash movies are about BITRATE vs length of play. Totally diff concept. You could compair DVD to VCD but clearly you see the diff. Now introduce DiVX. Diff coding algorithem so at a lower bitrate it can = a much higher bitrate DVD codec compresion quality at the cost of cpu cycles OR a optimised gpu that handles it almost entirley (radeon 9500 and up). So here you have the comparison of small game data size vs. LARGE pc game data. And its the same as DVD vs Divx. Thats apples to apples. But Movie or audio vs. game data is apple to oranges. See what I mean?
