Suggestion help for the local techman

Hello all
I`m in a newlly build library with internet services provided on a pay per hour system(all p4 xp pro sys)(out of continental north america),however i can not log into hotmail or yahoo finance sections and other selected sites i would like to. the library "tech man" scratches his head and can`t fix the problem as of now,he says he needs (lots)time,otherwise most sites work(techimo is one).
can anyone help me with ideas.Thank you.

I would believe a proxy server is blocking certain sites. It could be the system admin applied too general of filtering rules, or that these sites are being blocked for a specific reason. However, I do not understand any such reasoning for Yahoo! Finance. ??
