Atomic Rooster will become famous soon enough
Send a message via AIM to Atomic Rooster Send a message via Yahoo to Atomic Rooster
In OE, click on Tools > Options. In the General tab under Send/Receive Messages set "If my computer is not connected at this time:" to "Connect only when not working offline."

If you want Outlook Express or any other program to automatically start and open when you Boot-up your computer, just move a shortcut of the programs executable to the "Start-up Folder".
