do you want managed or unmanaged hosting? I assume unmanaged since you want cheap.

I would be careful about serverbeach, many of their networks are listed on spam blacklists.

ev1 will support what you want. Basically, you lease the box from them. You can do whatever you want with it within the law, with the exception of IRC.

I have a server at EV1 and am very happy with it.

After reading, there is no reason the 1and1 shouldnt support the VPN if you get a root server. Then its up to you.
