A Weird Error 404

One of the machines at work is slightly corrupted. I discovered the prob when I tried to do a Priority Mail lookup at usps.com. The machine will not complete the query. It fails w/ an Error 404. Both IE and Firefox fail.

The machine runs WinME. I did a number of searches to see if there was anything equivalent to XP's DNS cache, so I could clear it. No luck. Killed everything in RAM and try the same search: no joy. Try the same search on a couple other machines in the shop, they work perfectly. (I figured since we have our own DNS server, perhaps its cache had been fouled.)

Is there some subsystem inside of Windows that can be causing this ? I can probably get away w/ not fixing this right away, but not forever.

sometimes with ME I used to have to uninstall everything from the Network properties box. go to control panel/network...note what is in the box..remove it all and reinstall it.
