In a BIOS will be a setting for fast shutdown...if the computer is ATX... Normally, an ATX system has about a 5 second delay for shutdown unless reset in the BIOS...(this is to keep little 'exploring' fingers from turning the machine off when you are not looking).

Do you know if the computer is ATX or AT?

How old is it?

Has it ever shut down correctly?.

Please always supply as much data about your computer system as possible...every time, the members here are ready and willing to help, but none are mind readers..(I don't think...ha ha ha).

Flashing the BIOS should have nothing to do with the operation with the OS... the BIOS (generally) controls hard ware, but does have some control of OS functions. Since your problems began with a BIOS flash, I suggest the shut down problem lies somewhere in the BIOS settings.

Go into your BIOS and carefully look and consider each function that appears to have anything to do with system control.

Perhaps someone will stop by that is a BIOS guru...I am not. I have to fiddle with my BIOS to get it percolating like I want it. (try this...try that...).

In the mean time, either go into the BIOS and reset the fast shutdown to that option or continue rebooting and turn it off during a reset. Hold the on/off button at least 5 seconds to see if it will not shut on down.
