Fan speed/Temperature monitors

I've been looking around for one of these guys and was wondering if anyone could recommend me one. I have a dimension 4550 and it doesn't have any kind of fan speed adjustment or temperature monitor. How does the fan speed thing work anyway? I would like to at least monitor the temps of my CPU and graphics card. Stylish would be nice. $30 budget (if it's a couple bucks over I'll go diving for quarters in my couch).

Also, I would like instructions on how to set up and use it when I get it.

Looking for hardware. Those ones for your 3.5" bays.

OK, I decided on ENERMAX's Aluminum UC-A3FATR2 (BLACK) Multifunction Transfer Panel. Now I have 8 bucks to burn on something else.

My rheobus is a "Fan Master" by Cooler Master. Has 4 heat sensors; cpu, hard drive, power supply, and case. Controls up to 4 case fans. LED readout gives you all the info. Got it from Newegg for around $25. Works great. The instructions were lousy, but after some TechIMO help, I got it running. Looks good in the case, with adjustable colored lights.
