Does anyone here know if you can log on with the same playonline id twice, i.e. log on to two computers at the same time and play final fantasy XI with two characters

If you have two copies of the game you probably can.

personally i dont THINK you can, probably because ppl could share content IDs/handles and just have their friends pitch in and pay a dollar for their character... i would check out the PlayOnline FAQ and support page... you can always drop them an email, very responsive
