Software to block setting changes

Is there any freeware or cheap software that can block out control panel and other settings in win98se so that kids can not change or mess with windows settings? Such as blocking right click on desktop and hide control panel settings. I have a system I upgraded for a family member who runs a day care and the kids keep changing settings in windows.

WinGuard Pro 2004 will allow a user to individually lock certain windows by title.

I used it for mt computer at work to keep my employees from screwing with the system.

They couldn't beat it - though they really tried - so I think it's kid proof.

There's a free version and a $30 version.

maybe I am missing something here , but it seams silly to by software to do something that is already built into the O/S

How do you figure win98 has it built in what I am wanting? Yea you can set different users up but you could also hit esc on log on screen and still be able to change settings.

I will check out the program bill, and Steve poledit can only lock down certian things as you can still right click icons and desktop to change things. Although you can lock down control panel and software. I thought about disable right click on the mouse but some of there games use it.
