Looking for faster data transfer

I am running websites on my own server and the upload and download speeds are really slow. My isp also blocks port 80 so I was wanting to change from cable to a t-1 or something faster. I am also looking to do this on a very small budget. I was wondering if there was anybody who knows of a good provider, or has heard of a good cohabitation company.

Everyhwere I look for a t1 line, they have all been $500 and up a month. Unless you have a friend in the isp business, its gonna be damn near impossible to get speeds faster than cable without spending a but load of money.
