Anyone know of a good site that compares video cards with tv outs for the best possible quality?

the quality on them will all be the same (bad) and with a tv out i'm not sure on the tv you would not notice much of a speed difference....get the card based on what you are going to do on your monitor

Even today, the good old Matrox G400 (not G450 or G550) is the standard all TV out is compaired to. Years and years after it's heyday, it's still a very popular card for hardcore Home Theater users.
My old G400 is still my card in my HT rig, for the sole reason of it's untouchable TV out features.
