Connecting USR 8000A AND DLink DI604

I need to achieve what is shown in the diagram.
At the moment USR Router is connected LAN side to an NT server.
I need to connect a second router and open port 81 in order to see the image from my camera on the internet...
Can someone help to find the right configuration.
USR Router has DHCP disabled...
