Can Limited account users download files from the web?

Can Limited account users download files from the web?
I was under the impression that limited privilages prevent them from downloading .My son is on the internet under limited account only and yet he can download game emulators and roms .I am am a bit concerned as i don't think he will scan for viruses everytime he downloads something.

I guess it depends on what your ISP "limits"
Could be limiting how much you download in a month or could limit you in time spent online eg: 60 hours a month
Your son can d/l off the net up to his limit be it timewise or how many megs you are allowed..... before he reachs this limit d/l this free Anti-virus program! if you dont have one

Depends on how the account is limited. Windows? ISP? Other?
