PC is mooing and laughing!
Help! This has been getting worse for a couple weeks now.
My PC makes this weird sound. It started with the sound of a mooing cow, now it goes from a low-pitched laughing sound (or a sports car revving and then downshifting), to a sound like a CD spinning.
I was sure it was a hard drive problem, so I replaced the drive. That didn't solve it! I opened up the case, and the sound appears to be coming from the mobo somewhere; not any of the drives.
It's driving me really nutty nuts.
Any ideas would be much appreciated.

make sure the fan clips, locks or screws are properly fixed and tightened. any loose parts may cause it to vibrate creating the sound.

Check the motherboard chipset fan. They are cheap(even on good boards) 40mm fans, and tend to go out sooner than other fans. I've had a couple go out on me before, and it is usually just a matter of replacing it with a good 40mm fan. (either new, or off of an old/used mobo)

Chances are you won't totally locate the problem like this. You could come up empty, recase and the problem recurs because it's down to wiring touching the fans themselves. If you don't locate a noisy fan, whilst you are in there try typing any trailing wires up somewhere so that when you recase and screw it all up some trailing wire doesn't resettle into place and brings the noise back.
Which would be a tad annoying..

Well, I unplugged and reseated all of the fans (including the PS). The noise is much less distinct now. I think it was a combination of the cpu fan, which I jostled a bit, and the GPU fan, which still makes some noise. I think I need to take that one off, dust it thoroughly, and reattach it. Unfortunately, it's glued on. Time to break out the blow dryer! :O) And I will retape all the wires, as you recommend.
