What does this mean? My computer is attacking other computers? Does this mean someone is using my computer to launch attacks at other systems? What should I do about this?

Maybe your computer is just mean.

I would start by running an antivirus and adaware. See if either of those find anything. It could be a virus or spyware.

You most likely have a zombie (virus) installed on your machine
Run antivirus immediately.

If you don't have one either install Free AVG Antivirus

Or you can go to trendmicro and run their free online antivirus scan.
