put the floppy in....go to "my computer" double click the floppy....RIGHT CLICK the file..click "copy"....then go back and click on the "c: drive" in my computer then click "windows"..then when you are inside the "windows" folder...right click in there and click "paste"

Can't you just boot from a DOS disk or CD, and copy the file from that?
If you need a DOS bootable disk, try http://bootdisk.com

When exactly during the install are you getting this error message?

It may mean your CD you are installing from isn't reading properly. You may try cleaning it with a soft cloth from the inside to the outside (not in round circles).
