what kind of video signal does a PS2 put out to your TV?

depends on the country I think for USA its NTSC

How come when I hook up my Ps2 to my lcd monitor it works fine but when I hook up my portable DVD player to me lcd monitor it has horizontal flipping lines on it? Both use NTSC video signals

Where did you buy your Portable player? If it was meant for a market other than North America then you may have a signal format problem. USA/Canada/Mexico use NTSC 3.58, Japan uses NTSC 4.48, most Europe uses PAL (except France, they use SECAM) and in the Middle East they use MESCAM format. These are analog signal types, usually the differences have to do with the refresh rate of the television. If you took a US TV to Europe, for example, you would see it in black and white or with vertical sync distortion.

My advice: try the player on another TV and see if the problem remains. If it doesn't work, then you probably have a foreign video format or a bad plug.
