Looks more like it has something to do with your video card. Do you have another video card you can swap in? I had something similar to that, and it was the vc.

Your monitor isn't handling the present refresh rate. You'll have to get into safe mode and Display Properties, Advanced button. Your adapter refresh rate should be reduced.
E.G.
If it is at 85MHz, change it to 75MHz and see what happens.

Cheers!

Oh yeah the refresh rate is off. Try it at 60 hz and move up, or lower your resolution.

Display Properties, Settings tab, Advanced button.

It will be on the Adapter or Monitor tab.

Cheers!

or you can right click on an open are of the desktop and select properties... then the settings tab..try changing the resolution ( actually M$ calls it 'scrren size' ) to 800x600.. then the advenced button..... then click on the monitor tab. make sure the "hide modes that this monitor cannot display" is checked then set the "refresh frequency" to 60

BTW to boot inot SAFE MODE.. hit f8 after you hit hte power button unitl the windows boot options menu comes up....
