I'm stumped

I had a problem with 2 different KDS 19" monitors with having a 'shimmy' or 'shaking' effect on the screen a couple of months ago. I never did figure out what the problem was, just been living with what is a very irritating problem.
So I move the setup to a mobile cart with an Envision 17" 775 monitor and the comp box, I notice no problems.
Then last week it started with the same symptons, a shacky, shimmy or jittery screen. WTF
The only way i've found to not have the problem is to run the monitors (all 3) at 60 hz, not really acceptable for long term use.

What I've done,

Re-installed the nVidia drivers , actually 3 different flavors of them, currently running Det 4.3s (original)

Pulled the GF3 / 200 card and tried both a Albatron GF4 4600
VIVO card and a Albatron GF4 4800 VIVO card, no change between the 3 cards. I have other cards I can try but I don't think this is the problem.

Installed the Monitor driver, do these actually do anything?

Moved the cart around the 1st floor to different outlets, no change.

Running a ECS K7S5A ver1 board with a 2400+ bumped to 2.2 ghz
Maxtor 40 Gig HD
Enermax 350 PS
NEC DVD 1100 + Burner
LiteOn 52x32x52x CD Burner
Santa Cruz SC

Any help would be greatly appreciated.

Do you keep a cell phone or similar device around your monitor? My cell phone will cause my screen to shake if I am within 5 feet of it.

That problem is usually caused by some magnetic/electric field. Sounds like you have picked up on that by trying to move the PC around. If you have an outside wall you can move it to, try that. See if the shimmering goes away. Unless for some strange reason you have damaged the monitors already.... which would be odd.

Actually, when I had this comp setup on the desk I had a couple of Klipsch KSB 2s about 12 inchs on either side of the monitors. Thinking that was the problem I removed them along with everything else (cell phone too) with no diiference as far as the problem.
Now that the same setup is on a cart and i've moved it around the 1st floor i've ruled out magnetic interference.

I'm wondering if the mobo is throwing something into the AGP slot?
This problem really has me stumped.

What about any lights. Are there any lamps or overhead lights that would be on the same circuit?

Have you moved these monitors outside of the home to see if the problem continues?

No lights.
Fluorescent lights / inexpensive dimmers used to be a problem 'back in the day" with EMI, I don't know if thats still the case.
I installed recessed lighting with 75 watt PAR 30 Halogen bulbs in the house and it's never effected any other comps that i've run here.
I have not tried the monitors on any of my other systems, there all in pieces for various upgrades / fresh installs (including Mandrake and Lindows). Timing could have been better on that.
