Please help, PC wont respond to opening programs for 10 minutes after startup

For some reason, about a week ago, whenever I start my pc, and log onto windows, and everything gets settled. The computer wont respond to any .exe programs I try to open. Either through the start menu, quick launch or desktop. It will start to load with the hourglass. then just stop. It will open explorer windows tho, such as my documents, my music, etc. (but not process manager) Whats weird is, after trying to open these different programs, and nothing happening... 10-15 minutes later, everything that I tried to open opens all at once. I dont understand it. I dont have anything on the startup list enabled. (msconfig). nothing suspicous in my physical startup folder. If I try ctrl alt delete as soon as it logs onto windows, I can naviagate the task manager for about 10 seconds. then it freezes. (then like I said 10-15 minutes later, it all starts workin again). Anyways, when I open up the process manager for the brief time that it lets me, nothing appears that looks suspicious. So, im totally stumped about this. I tried running my norton antivirus 03 on a full indepth scan. but to no results. Anybody have any idea why I am getting this 'freeze' on startup? Im running a 2.2 p4, 768mb ddr crucial

Do your event logs say anything? (start menu -> run... -> eventvwr.msc )

I think your comptuer may be trying to get an DHCP adress (IP address.)

1. Go to Start Menu -> Run... -> cmd
2. at the command prompt, type: ipconfig /all and you will see a lot of information.
3. Copy down the following information: IP Address, Subnet Mask, and both of the DNS Servers.

Do you know how to assign an IP address manually?

Yes? Then do it using the information above. See if your computer starts up without any delays.

No? go to your Network Connections, and Right-Click your network connection. On the first tab (General) double click "Internet Protocol (TCP/IP)". On the window that comes up, click (x)Use the following IP address. Type in the IP address and the Sbunet Mask you wrote down earlier. (Ignore the Default Gateway). In the lower half of the window, click (x)Use the following DNS server addresses, and enter in the two addresses you copied down earlier. Click OK, and reboot. See if your delay is gone!

NOTE: If it worked, then you could leave the manual IPs in there. Otherwise, undo the changes, and you'll have to look elsewhere for your problem.

If you can get to Task Manager, see what process is hogging 99-100% of your CPU. Post or google what you find (misbehaved valid app/service, or trojan, or virus?)
