Dell Insiron 4000 Problem Pls Help!

Hello all, i have a major problem with my Dell Inspiron 4000 Laptop. I recently bought is used at a pawn shop. I got home and was playing with it checking it out and it works fine. But i noticed the back was getting really hott! So i looked on the bottom and the fan was not moving!? Does anyone know why? Or how to fix this problem? Is it safe to run with out it on? Please respon a.s.a.p Thanks For any help!

well, heat is the enemy of computer parts lasting a long time, so ...
however, i had a slot 1 celeron with a dead cpu fan, and yet it lasted along time, actually about a week running 24 hours a day with a dead cpu fan. compared to an amd product which may fry itself in seconds with no fan.
