Systems Dell OptiPlex GX1 won't shut down

When I am trying to shut down my computer it's goes to "It is now safe to shut down your computer" when I know for a fact computer should do it automatically.

I am running Windows 2000 Pro

This is a windows 2K issue. When you install windoze 2K on a computer that doesn't have the APM features enabled in the Bios then you will encounter the problem that you have described.

To fix:
Simply enter the control panel and select the power management controls. Look through the controls until you find the checkbox that allows you to enable power management - stick a tick in the box and apply the new settings.

Why sticking a blood sucking insect into the box works, is beyond me... But it is Windows, so, ya never know, eh?
