Toshiba Tecra 8000 boots only to setup

Tecra 8000 running 98Se will boot stating check system then press F1 for setup.
I go through setup and it starts windows. keys (tab) A Caplock, do not work and after a bit progrmas dont open, my docs wont open, cant copy to a floppy, although I installed ad aware and ran it. Found only a dozen minor pests and removed. an now installing and updating norton anit virus. will not boot from Cd to check viruses. Any ideas. I am thinking maybe 2 problems keyboard and virus???

installed updated and ran Norton and found no viruses???? still acts sick.
Do you think the check system and the boot to setup is because of the non functioning keys; tab, a, and caplock?????

If you want it to boot to a CD, immediately after you turn on the laptop, hold down the "C" key for about 10-20 seconds. It will make beeping noises, but that should force boot a CD for ya.

device manager says everytihing is okay
Also it wont read or open a floppy
you can click on things and theywont open.
I had the back off the memory and it seemed to be working fine until I replaced it.(keypad still not typing 4 letters though)
It appears to be running hot the fan does not appear to work any longer.
About a month before the keypad malfunctioned it once booted to a message ready for BIOS update.
I read that the updated bios version dealt better with heat problems. I cant upgrade the bios because the floppy wont work and it wont boot to the cd. When I hold the "C" key down on boot it gives me the C prompt.
I dont want to change the keypad and the fan if the fan is physically ok and just not kicking on properly cause of an old bios .
We can usually fix anything or at least know why it cant be fixed but this one is a killer.
HELP
I suggested an electrical surge but the owner has it plugged into an inverter and says it get a steady voltage and no chance for surge. They are truckers and use their cell and laptop to get loads to deliver.

Got the new keypad. Took off the old one and and guess what? a lot of corossion where the keys didnt work also a lot of a brown sticky substance, Those folks spilled some coke in the machine and lied and lied and lied about it. It pooled in a corner and dripped down in the arew where the fan doesnt work and where they said the connector we loose. Probably need a new motherboard. Oh well they will pay and pay and pay
