Set AMD Power Now! Speed?

Is it possible to set the speed of an AMD Power Now! chip in a notebook?
I know you could with Intel Speedstep and a little program, but can you with AMD?

Sure, if your operating system supports it and has the right CPU driver installed, AMD PowerNow! lets you do a lot more than Intel Speedstep. Not until Pentium-M has Intel caught up with the fine regulation capabilities AMD had from the K6-2+.

I'm lost now.
I downloaded a utility called CrystalCPUID and it worked fine, I could even set a shortcut to lower my cpu mhz and it stayed there(lower volts too).
Now, I have reinstalled Windows twice and I am not able to control the CPU anymore, if I change it it just goes back.
Does anyone know if there are drivers that I need, I don't remember installing any the first time, but I could be wrong.

I might also add that CrystalCPUID lets me change it and it wil stay permanently until i restart with Windows98.

It must be something with WindowsXP
