Kids no path found

What causes my icon in control panel as well as the desktop to give me errors the path cannot be found . I can access the internet through dun or by the desktop icon. I cannot even access sytem restore or system information

Have you tried system restore when running in safe mode?

What do you mean by "my icon in control panel". You mean the control panel icon itself or something in the control panel? Same for the desktop.

Open icon properties and check to see if the program listed in "target :" is actually there. Also check if the "start in:" path exists.

I mean each icon in control panel as well as each icon on my desktop are un accessible, I can however go to the properties ,find target and be taken to the target loacation and if i click an exe within that folder i get the same message that the path cannot be found. When I go to system within control panel I get an error saying i dont have priveledges to access this file but there is no policies or administrative access needed
