Can anyone tell me who made this mobo? I've been really curious, and in all my hunting I keep running into dead ends.

Indentify it? Use a hammer, hit it hard to make a proper dent.

Oh, identify? That's a 386 mainboard, with a Texas Instruments 486DLC "upgrade" processor on it. Piece of history.

001131 is the AMI customer ID for Elitegroup. Information on this board is not available online, though. This has been made long before the Internet was anywhere near usable.

www.wimsbios.com is the place to go for decoding the BIOS ID lines.

You can take Peter M at his word and he's already told you what you have - it was made by Elitegroup - ie, ECS.
